Manuel Navarro, Vice President of EMS Development
Prior to joining AMR, Mr. Navarro served as a firefighter in the Oakland, Calif., Fire Department and moved through the ranks to become the department’s Assistant Chief Officer. In 1994, Mr. Navarro retired from the Oakland Fire Department to become the Fire Chief in Colorado Springs, Colo. He retired after 42 years of continuous fire service.
Mr. Navarro holds an Associate of Arts degree in Fire Science from Chabot Junior College, Hayward, Calif., and a Bachelor of Science degree in Public Administration with a minor in Business from California State University – Hayward. In 1995, he was awarded a fellowship and attended the Kennedy School of Government at Harvard University.
Mr. Navarro has been involved in training and education for 36 years. He has taught at junior colleges, regional state academies and state, national and international seminars. He has developed training projects for fire departments and managed regional training projects. Mr. Navarro was responsible for training the Urban Search and Rescue Team now serving the City of Oakland, Calif.
Mr. Navarro is an experienced fire command officer and served in this role in three nationally declared disasters. He is considered an expert in a number of technical areas, most notably in incident command and urban search and rescue.
Mr. Navarro is the former chairperson of the El Paso County, Colo., Emergency Services Agency and was responsible for contracting emergency ambulance transport services.
